Introduction

In an undeniable manifestation of the Ministry of Higher Education's vision within the Government of National Unity, Libyan universities have experienced an unprecedented developmental leap, both structurally and humanely, materially, and morally. This follows a period of destruction, looting, and neglect that these institutions suffered across Libya in the aftermath of the February 2011 events.


Remarkable Achievements

Over the last four years (2021-2024), a Herculean and focused effort has resulted in a significant qualitative shift in higher education. Some noteworthy highlights include:


1-Infrastructure Overhaul:

The majority of university buildings in Libya received maintenance and upgrades unprecedented in the past decade.


2-Laboratory Expansion:

More than 27 comprehensive laboratories were established across various disciplines in numerous universities.


3-Global Recognition:

Despite challenging national circumstances, Libyan universities entered international rankings and gained respectable reputations.


4-International Collaborations:

The number of international institutions that have signed agreements with Libyan universities, represented by the Ministry of Higher Education, has increased.


5-Academic Excellence:

Libyan universities have made significant contributions to various sectors with their studies, research, and scientific opinions, notably on topics like the imposition of a tax on dollar sales and responses to crises like those in Derna and Zliten.


6-Diplomatic Engagements:

Various world ambassadors and UN envoys visited the Ministry and universities, acknowledging their stability and dedication across different fields. The UN envoy Battelli's visit to the University of Bani Walid to listen to the faculty's views is a case in point.


7-Cooperation and Harmony:

The Ministry of Education, its minister, universities, and the University Faculty Union have fostered a cooperative relationship, yielding many positive outcomes for the entire sector.


8-Security and Social Harmony:

Libyan universities have enjoyed a stable security situation and harmonious academic community, contributing to societal peace.


9-Academic Competitiveness:

There has been an increase in academic competition and scientific advancement across various disciplines in all Libyan universities.


10-Knowledge Exchange Initiatives:

The Ministry aims to support knowledge exchange between Libyan and international universities through a scholarship program targeting approximately 6000 scholars, with 60,000 beneficiaries to date.


11-Focus on Conferences and Workshops:

Libyan universities have emphasized conferences, workshops, and contributions to peer-reviewed scientific journals, showcasing academic creativity and excellence.


12- Digital Culture Adoption:

A widespread embrace of digital culture, such as electronic archiving and beneficial educational systems, has enhanced the educational process.



Acknowledgments

Special appreciation is extended to all higher education personnel, especially the Minister and university presidents, for their substantial efforts to develop and maintain our universities under these extraordinary circumstances of war, conflict, and corruption. May success continue to be with them.


Conclusion

The period from 2021 to 2024 marks a significant chapter in the evolution of Libyan higher education. Through comprehensive infrastructure development, international engagement, and a focus on academic excellence, Libyan universities are navigating a path toward stability and recognition on the global stage, despite the backdrop of national challenges.
